About the Oklahoma State Board of Cosmetology

The Oklahoma State Board of Cosmetology and Barbering governs personal care licensing across Oklahoma under the authority of the Oklahoma Cosmetology and Barbering Act. Unlike states that maintain separate boards, Oklahoma consolidates cosmetology and barbering regulation into a single unified agency. The Board also houses the Advisory Board on Massage Therapy, making it one of the few state agencies in the region to oversee three distinct personal care professions — cosmetology, barbering, and massage therapy — under one administrative structure.

The Board's mission is to safeguard and protect the health and general welfare of Oklahoma residents by developing curriculum standards for schools, administering licensing examinations for prospective practitioners, and regulating licensed establishments throughout the state. Any person who performs haircutting, hairdressing, nail care, skin care, make-up application, or related services on the public must hold an appropriate license issued by the Board.

In November 2024, the Board launched a new self-service online licensing portal powered by Thentia Cloud at okcosmo.portalus.thentiacloud.net. All licensees — including those who previously renewed online — must register for a new account. The portal enables license renewal, printing, and management entirely online. The Board reports approximately 76,598 active licensees in Oklahoma. It conducts up to 3,500 licensing examinations and performs approximately 10,000 establishment inspections annually to ensure safety, sanitation, and licensing compliance throughout the state.

Licenses Regulated

The Oklahoma State Board of Cosmetology and Barbering regulates the following license and certificate categories under the Oklahoma Cosmetology and Barbering Act:

  • Cosmetologist — Authorized to perform bleaching, cleansing, curling, cutting, coloring, dressing, styling, waving, and related hair and scalp services, along with nail care and skin services within the scope of cosmetology practice.
  • Barber — Authorized to perform haircutting, shaving, beard trimming, and other services on the upper part of the body for cosmetic purposes. Regulated by the same Board as cosmetology.
  • Esthetician/Facialist — Authorized to perform skin care, make-up application, and hair removal services (excluding electrolysis), including eyelash application and facial hair removal by tweezing, depilatories, or waxing.
  • Manicurist/Nail Technician — Authorized to perform nail care, cutting, trimming, polishing, coloring, and beautifying the hands and feet.
  • Threading Technician — Authorized to perform temporary hair removal by twisting and rolling thread along the skin surface to lift hair from the follicle.
  • Eyelash Extension Tech Certificate — Permits a licensed Cosmetologist or Esthetician to apply eyelash extensions and enhancements.
  • Cosmetician — Authorized to perform a limited scope of cosmetic services distinct from the full cosmetologist license.
  • Hairbraiding Technician — Authorized to perform traditional and natural hairbraiding services.
  • Master Instructor (Cosmetology/Barber) — Authorized to teach cosmetology or barbering theory and practice in a Board-approved school.
  • Facial/Esthetics Instructor — Authorized to teach facial and esthetics theory and practice.
  • Manicurist/Nail Tech Instructor — Authorized to teach nail technology theory and practice.
  • Massage Therapist — Licensed under the Advisory Board on Massage Therapy for the practice of soft tissue manipulation.
  • Establishment — Salons, cosmetic studios, barber establishments, nail establishments, and mobile establishments must each hold a separate establishment license from the Board.

Oklahoma cosmetology, barber, esthetics/facialist, and manicurist/nail technician licenses renew on a two-year cycle effective November 1. The two-year renewal fee is $80 for individual licensees. Oklahoma cosmetology licenses expire on the last day of the licensee's birth month. Owner-only salon licenses expire on the last day of June each year.

Oklahoma does not require continuing education (CE) hours for cosmetology, barber, esthetics, or manicurist license renewal. Massage therapy licensees must complete 5 continuing education units (CEUs) per year.

Renewing Online (Preferred)

Renew through the Board's self-service portal at okcosmo.portalus.thentiacloud.net. The portal launched in November 2024 and replaces the prior online system — even previous online users must create a new account. Register first via the Applicant Portal, then log in to the Licensee Portal to renew and print your license online.

Renewing by Mail or In Person

Submit your renewal application form (mailed annually attached to your license) along with payment by cashier's check, money order, or business check payable to OSBCB. Personal checks and temporary checks are not accepted. Mail to: 2401 NW 23rd Street, Suite 74, Oklahoma City, OK 73107, or deliver in person during office hours.

Late Renewals and Lapsed Licenses

A $10 late penalty applies if your license has been expired for more than two months. Licenses expired up to five years may be renewed by paying all back fees and penalties. Licenses expired more than five years require completing a specified number of review hours and re-passing both the written and practical examinations. If your renewal application form is lost, include a note with your name, address, phone number, date of birth, and file number, plus an additional $5 fee.

File a Complaint

To file a complaint against a licensed Oklahoma cosmetologist, barber, esthetician, manicurist, or establishment, use Form 601 — Complaint Form, available on the Board's Forms page. Download and complete Form 601, then submit it by mail to 2401 NW 23rd Street, Suite 74, Oklahoma City, OK 73107, or deliver it in person during office hours (7:30 AM – 5:00 PM, Monday–Friday).

The Board investigates complaints related to violations of the Oklahoma Cosmetology and Barbering Act and Board rules, including unlicensed practice, sanitation violations, and professional misconduct. The Board conducts approximately 10,000 establishment inspections per year; violations observed during inspections may result in formal enforcement action independent of a consumer complaint.

The Board does not have authority to compel refunds or resolve monetary disputes between consumers and licensed businesses — those matters are civil in nature and must be addressed through civil channels.

The Oklahoma State Board of Cosmetology and Barbering will never call or visit any establishment requesting or demanding money for any reason. Any violation that warrants a fine will be communicated in writing, detailing the violation and the applicable fine procedures.
