About the New York State Board of Cosmetology

New York does not have a standalone cosmetology board. Instead, cosmetology licensing is administered by the Division of Licensing Services within the New York State Department of State (DOS). New York uses the legal term "appearance enhancement" to describe cosmetology-related professions — a distinction that reflects the state's unique regulatory framework for the beauty industry.

The Division of Licensing Services operates out of 1 Commerce Plaza, 99 Washington Avenue, 6th Floor, Albany, NY 12231-0001. It regulates cosmetologists, estheticians, nail specialists, waxing specialists, natural hair stylists, and appearance enhancement businesses statewide. Licenses Regulated

The New York State Department of State licenses the following appearance enhancement professions under Article 27 of the General Business Law:

  • Cosmetologist — Full scope of hair, skin, and nail services. Requires 1,000 hours of approved training and both a written and practical exam.
  • Esthetician — Skin care services including facials, makeup application, and hair removal. Requires 600 hours of training and both a written and practical exam.
  • Nail Specialist — Nail care services including manicures, pedicures, and nail enhancements. Requires 250 hours of training and both a written and practical exam.
  • Waxing Specialist — Hair removal by wax only. Requires 75 hours of training and a written exam only (no practical exam required).
  • Natural Hair Stylist — Natural hair care services that do not involve chemicals or heat. Requires 300 hours of training and both a written and practical exam.
  • Appearance Enhancement Business — All salons, spas, and shops offering appearance enhancement services must hold a valid business license from DOS in addition to employing only licensed practitioners.
  • Cosmetology School — Schools offering approved appearance enhancement training programs must be licensed by the Division of Licensing Services.

All individual licenses renew every four years. Practicing without a valid New York license is a violation of the General Business Law and may result in civil penalties, cease-and-desist orders, or criminal prosecution.

New York appearance enhancement licenses renew on a four-year cycle — one of the longest renewal periods in the country. The renewal fee is $40.00. New York does not require continuing education (CE) hours for license renewal.

How to Renew Online

Renewals are processed through the NY Business Express (NYBE) portal at businessexpress.ny.gov. You will need a NY.gov ID to log in. Once logged in, select your appearance enhancement license and follow the renewal prompts. Payment can be made by credit card or electronic check.

Renewal by Mail

You may also renew by mail. Download the renewal application from the DOS website or request one by calling (518) 474-4429. Submit the completed form with a check or money order for $40 payable to the "Department of State" to: Division of Licensing Services, P.O. Box 22001, Albany, NY 12201-2001. Mail renewals take longer to process than online submissions.

Late Renewals and Reinstatement

If your license has expired, you may still renew by paying the $40 fee plus a $10 late penalty. Practicing on an expired license is a violation of New York law. If your license has been expired for more than four years, contact the Division of Licensing Services to determine whether you must retake the examinations before reinstatement.

Name and Address Changes

Notify the Division of Licensing Services promptly if your name or mailing address changes. Renewal notices are sent to the address on file. Name changes require submission of legal documentation (marriage certificate, court order, or amended birth certificate).

File a Complaint

The New York State Department of State, Division of Licensing Services, investigates complaints against licensed appearance enhancement practitioners and businesses operating in New York. The Division has jurisdiction over violations of the General Business Law Article 27 — including unlicensed practice, sanitation violations, and professional misconduct by licensees.

To file a formal complaint, complete the Preliminary Statement of Complaint form on the DOS website. Provide a detailed description of the alleged violation, the name and address of the practitioner or business, dates of the incidents, and any supporting documentation such as receipts or photographs. Complaints about billing disputes, pricing, or general consumer protection matters that fall outside the Division's licensing jurisdiction may be referred to the New York State Attorney General's Consumer Frauds Bureau or, for New York City businesses, the NYC Department of Consumer and Worker Protection.

After receiving a complaint, Division staff review it to determine whether the matter involves a violation within its authority. Qualifying complaints are investigated, and the licensee is notified and given an opportunity to respond. Depending on findings, the Division may take disciplinary action ranging from a warning letter to license suspension or revocation.
