Licenses Regulated

The Iowa Board of Barbering and Cosmetology Arts & Sciences regulates several individual and facility license types. All individual licenses require completion of a board-approved educational program and passing the NIC national theory examination with a score of 75% or higher.

Specialty Certifications

Licensed barbers and cosmetologists (and, where applicable, estheticians and electrologists) may apply for specialty certifications to perform advanced services. These certifications do not expire once issued. Applicable certifications include:

  • Shaving: Required to perform razor shaving. Pass NIC barber practical exam or complete 40-hour board-approved shaving program. Fee: $25.00.
  • Microdermabrasion: Available to estheticians and cosmetologists licensed before July 1, 2005. Requires 14 hours of training specific to the apparatus used.
  • Chemical Peel (Chemical Exfoliation): Available to cosmetologists licensed before July 1, 2005, and all estheticians. Requires 21 hours of process-specific training.
  • Laser Services: Available to estheticians, electrologists, and cosmetologists licensed before July 1, 2005. Requires 40 hours of machine-specific training.
  • Intense Pulsed Light (IPL) Hair Removal: Same eligibility and training requirements as laser services.

Facility Licenses

Any business offering cosmetology, barbering, esthetics, nail technology, or electrology services in Iowa must hold a current Establishment License from the Board. Schools offering accredited training programs must hold a School License. Both are renewed on the biennial cycle with fees of $80 (establishments) and $270 (schools).

Natural Hair Braiding Registry

Iowa does not require a cosmetology or barbering license to practice natural hair braiding commercially. However, practitioners must register with the Board by completing the Natural Hair Braiding Registry. Registration is free and does not require training hours or an examination.

Iowa barber and cosmetology licenses renew on a biennial (2-year) cycle. The renewal period runs from April 1 of one year through March 31 two years later. The renewal fee for all individual licenses is $60.00.

How to Renew

  1. Log in to the IBPL Online Licensing Portal at amanda-portal.idph.state.ia.us/ibpl/portal.
  2. Complete the online renewal application and verify your information.
  3. Upload certificates of completion for all required continuing education hours.
  4. Pay the $60.00 renewal fee online. All fees are nonrefundable.
  5. Save your renewal confirmation as proof of active status.

You may renew within the 60 days prior to your license expiration date. Renewals submitted after the expiration date but within the 30-day grace period incur a $60.00 late fee.

Continuing Education Requirements

Licensees must complete continuing education before each biennial renewal, except for the first renewal after the initial license is issued. The number of hours required depends on how many active Iowa barbering and cosmetology licenses you hold:

  • One active license: 6 hours total — at least 4 hours in your specific discipline and at least 2 hours in Iowa laws, rules, and infection control.
  • Two active licenses: 10 hours total — at least 4 hours per discipline (8 hours) plus 2 hours in laws/infection control.
  • Three active licenses: 14 hours total — at least 4 hours per discipline (12 hours) plus 2 hours in laws/infection control.
  • Instructor add-on: Instructors must complete an additional 6 hours in teaching methodology beyond the requirements above.

The Board does not pre-approve continuing education providers. It is the licensee's responsibility to confirm that any course meets the requirements of Iowa Administrative Code 481—Chapter 944. Retain certificates of completion for four years in case of audit.

Inactive License Reactivation

If your license expires without renewal beyond the grace period, it becomes inactive. To reactivate, submit a reactivation application and pay the $120.00 reactivation fee. Licenses inactive for five years or less require 6 hours of CE per active license. Licenses inactive for more than five years require 12 hours of CE per active license.

Complaints against Iowa-licensed cosmetologists, barbers, estheticians, nail technologists, electrologists, instructors, and licensed establishments are filed through the Iowa Professional Licensing Bureau (IBPL) online portal, which serves the Iowa Board of Barbering and Cosmetology Arts & Sciences.

What the Board Can and Cannot Do

The Board investigates alleged violations of Iowa Code Chapter 157 and the related administrative rules, including unprofessional conduct, infection control violations, practicing without a license, and scope-of-practice violations. The Board cannot award monetary damages, compel refunds, or intervene in civil disputes between clients and businesses. Those matters must be handled through Iowa's civil court system or the Iowa Attorney General's Consumer Protection Division.
