Licenses Regulated

The Cosmetology Examining Board issues four practitioner credentials, a dedicated apprentice permit, four instructor credentials, and the establishment and school licenses required to operate a business or training program in Wisconsin. Manager licenses were eliminated by the Legislature in 2017 and are no longer issued or renewed.

  • Cosmetologist — Full-scope practice including hair, skin, and nails. Requires 1,550 training hours over at least 10 months at a Wisconsin-licensed school of cosmetology, or completion of a four-year Cosmetology Apprenticeship.
  • Aesthetician — Skin care services only. Requires 450 training hours completed in not less than 11 weeks and not more than 30 weeks at a school of cosmetology or aesthetics.
  • Manicurist — Nail services only. Requires 300 training hours completed in not less than 7 weeks and not more than 20 weeks under a cosmetology or manicuring instructor.
  • Electrologist — Permanent hair removal by electrolysis. Requires 450 training hours completed in not less than 11 weeks and not more than 30 weeks at a school of cosmetology or electrology.
  • Cosmetology Apprentice — A credential pathway for cosmetologists registered with the Wisconsin Department of Workforce Development. Requires 288 theory hours at an approved school plus 3,712 practical hours in an approved establishment, for a 4,000-hour total over 2 to 4 years at no fewer than 32 hours per week.
  • Instructor credentials — Cosmetology, Aesthetics, Manicuring, and Electrology Instructor licenses each require 2,000 hours of practice as a licensed practitioner plus 150 training hours of board-approved instructor training.
  • Establishment licenses — Any location where cosmetology, aesthetics, manicuring, or electrology is practiced must hold the matching establishment credential before opening. A non-licensed person may own an establishment but may not practice in it.
  • Cosmetology School — Required for any private or specialty school offering board-approved training programs.

Every Wisconsin Cosmetology Examining Board credential renews on a fixed two-year cycle defined by Wis. Stat. § 440.08(2): March 31 of each odd-numbered year. The deadline is the same calendar date for every licensee — not an anniversary of issue — so a credential issued in late 2024 must still be renewed by March 31, 2025.

Inactive 454 Status

Licensees who do not intend to practice can renew on Inactive 454 Status under Wis. Stat. § 454.06(8m) and § 454.23(6). The credential must be in good standing at the time of the request, and a license on Inactive Status cannot be used to practice until reactivated.

Late Renewal After Five Years

If your license has been expired for more than five years, Wisconsin requires you to retake and pass the current written and practical licensing examinations before reactivation. Active duty service members and their spouses receive an automatic 180-day extension from the date of discharge under Wisconsin Act 210.

What Happens Next

DLSC processes roughly 3,000 complaints per year across all DSPS-regulated professions. Each complaint is screened to confirm jurisdiction and evidentiary support before a case is opened. Investigations that proceed to disciplinary review can take in excess of one year to reach a conclusion. If discipline is imposed, the DLSC Monitoring Unit tracks compliance with the order.

What the Board Cannot Do

DSPS cannot order a refund, mediate a billing dispute, or recover monetary damages on a consumer's behalf. If the issue is primarily financial, Wisconsin small claims court is often the more direct path. Complaints falling outside DSPS jurisdiction are referred to the appropriate agency — for example, public health concerns at a tanning facility may move to a local health department.
